Luis Enrique García Rodríguez is recognized as one of the most influential leaders in economic development and financial integration in Latin America. For 25 years, from 1991 to 2017, he served as the Executive President of CAF – Development Bank of Latin America, transforming it into a multilateral institution encompassing 19 countries from Latin America, the Caribbean, Spain, and Portugal. His leadership has left a lasting impact on sustainable development strategies in the region.
Before leading CAF, García was Bolivia’s Minister of Planning and Coordination and Chief of the Economic and Social Cabinet (1989-1991). He also held key roles at the Inter-American Development Bank (IDB), including Treasurer, accumulating 17 years of experience at the institution. His career includes strategic positions at Bolivia’s Central Bank and a rich academic trajectory as a professor at Bolivian universities and a visiting professor at prestigious institutions such as the London School of Economics (LSE) and the University of Oxford.
Currently, he is President of the Latin American Council on International Relations (RIAL) and a distinguished member of various international boards and advisory councils, such as the Inter-American Dialogue and the Wilson Center. He has received numerous honors from governments and organizations across Latin America and Europe, as well as honorary doctorates for his contributions to economic and social development.
