Who Is Rafael Catalá?

Rafael Catalá is a distinguished Spanish politician and expert in public administration, with extensive experience in both government and the private sector. A former Minister of Justice (2014-2018) and Minister of Public Works (2016) under Mariano Rajoy’s government, Catalá has played a key role in modernizing Spain’s public services, particularly in justice and infrastructure. As a member of the People’s Party, he held seats in the Spanish Congress across several terms, promoting reforms focused on efficiency and professionalism in the public sector. Currently, he applies his expertise in public administration and regulatory management as an advisor and chairman of Belagua’s Board of Directors.

Rafael Catalá brings over 30 years of experience in public administration, with a significant focus on the modernization of justice services and infrastructure in Spain. As Secretary of State for Infrastructure, Transport, and Housing (2011-2014), he contributed to the sector’s internationalization and promoted investment models in real estate, such as REITs. His tenure at the Ministry of Justice was marked by reforms aimed at adopting new technologies, driving the implementation of electronic communication systems and optimizing the public justice service.

Catalá has also made significant contributions in the private sector. As the General Secretary of Codere S.A. (2005-2011), he strengthened the company’s corporate governance. Currently, he is a senior advisor at KREAB consultancy and Herbert Smith Freehills law firm, and collaborates with foundations like Legálitas and the Atlético de Madrid Foundation on social programs.

His dedication to teaching is reflected in his roles as director of ESADE’s Executive Master in Public Administration (EMPA), associate professor at Universidad Carlos III, and member of the UNED Social Council. Catalá holds a degree in Law from Complutense University of Madrid.
