Spanish economist and politician. During his mandate as Minister of Energy, Tourism and the Digital Agenda from 2016 to 2018, he consolidated the energy reform, negotiated on behalf of Spain the energy and climate regulation package for 2030, reformed the social energy bond and carried out the work of the Group of Experts appointed by the various political parties and social agents. In Agenda Digital, it developed the deployment of latest generation fixed networks and the implementation of 5G technology, the promotion of cyber security, and the bases for the analysis and regulation of digital change. In Tourism, it achieved the highest figures of visitors and income and the development of the promotion of new products and markets. He currently heads Spain's Economic and Commercial Office in the United Kingdom, which is responsible for bilateral economic relations between the two countries.
In his conferences he addresses issues of the Spanish, European and international economic situation, as well as everything related to energy policies, sustainable development and digitalization. He was awarded a Fullbright scholarship and participated in the PhD Program in Economics at Harvard University. He worked in the Ministries of Trade and Tourism, Economy and Finance, and Industry as a Commercial Technician and State Economist, a body he joined in 1995. In 1997 he was advisor to Josep Piqué, then head of the Ministry of Industry and Energy, and in 1998 he moved to the Ministry of Economy and Finance, as advisor to Cristóbal Montoro. From 2001 to 2003 he served as Economic and Commercial Counselor of the Spanish Embassy in Israel. Upon his return to Spain in 2003, he was appointed as a member of the Advisory Board of the Secretariat of State for Budget and Expenditure and in 2004 he was appointed Deputy Director General for Programming and Evaluation of Community Funds.
His political career began in 2004, as Secretary of Economy and Employment of the Popular Party, a position he has held until 2018, when he has set the position of the Party in these matters and prepared the electoral programs in all elections since 2004. He has been a Member of Congress in the IX (2008-2011) and X (2011-2015) terms of office for the province of Albacete, and in the XI (2016) and XII (since 2016) terms of office for the province of Madrid. In the previous legislatures, from 2011 to 2016, he was the Director of the Economic Office of the President of the Government and Secretary of the Government's Delegate Commission for Economic Affairs. He advised the President on all economic matters, both national, European and international, and supported the coordination of these policies, both for the Presidency and the Vice-Presidency of the Government. In addition, he was in charge of the preparation of the G20 summits as "Sherpa".
