Josep Borrell is one of Spain’s most prominent politicians on the European and international stage. With a background in aeronautical engineering, economics, and politics, Borrell has held some of the most influential positions in the European Union, including High Representative of the Union for Foreign Affairs and Security Policy since 2019 until 2024 and President of the European Parliament (2004-2007). He also served as Spain’s Minister of Foreign Affairs and Cooperation (2018-2019) and Minister of Public Works and Transport (1991-1996), playing a pivotal role in modernizing Spain and championing European values.
Born in La Pobla de Segur, Catalonia, Borrell trained as an aeronautical engineer and economist and is a professor of mathematics. His political career began in the 1970s as a member of the Spanish Socialist Workers’ Party (PSOE) during Spain’s democratic transition. He held senior roles in the Ministry of Economy and Finance, including Secretary General for the Budget and Public Spending (1982-1984) and Secretary of State for Finance (1984-1991), where he spearheaded Spain’s fiscal reforms and prepared the economy for entry into the European Union.
In Europe, Borrell was elected President of the European Parliament, fostering cooperation between Europe, the Mediterranean, and Latin America. In 2019, he was appointed High Representative of the Union for Foreign Affairs and Security Policy, a role in which he coordinates the EU’s external action and promotes its global leadership.
